at the strat of s1 when jack see's that woman cop and when kim meet that long haired man cop, neither cops know what CTU is!!!! AND in the rookie on the 24 website they say that know one knows who they are !!
is ctu a secret in the first season????????????

I doubt CTU is meant to be in any way secret. It's just like other similar organisations irl. There are a lot of organisations that aren't particularly secret, but that not many people have heard of.
Also bear in mind that regular uniformed cops and narcotics detectives would have little to no need of knowledge of CTUs existence, so they wouldn't be briefed on CTU and its procedures until it affects them directly. |
